Newbie - need help getting design into cad then processing it

I have Mach3 with a Sherline CNC Mill and Lathe. I also have Draftsight CAD package.

I need to fabricate a wind vane Impeller with 16 radial blades from a central hub about 4mm d an blade length 6 to 8mm. I am trying to replicate a fan vane from a 2d world war rifle grenade.

Did city and guilds part programming may years ago but it wasn't that complicate back then!

Appreciate pointers on how to even draw the item, convert it a solid etc recommendations for a good book on the subject
