You might be able to find a used machine that size for that price.

Accuracy is a function of setup and machine rigidity. It also depends on what you are cutting. Resolution and repeatability are really the most important, and almost any CNC machine today has more than enough resolution to do what you want. Most will repeat just fine also.

So if you are cutting wood, then almost any of the table top machines should be able to achieve the accuracy that you desire. If you are wanting to cut aluminum or steel, then maybe you need to look for a heavier machine.

I was looking at the Shark but +/- .005 not going to cut it
These are a simple pattern I made to make a Riser for a Recurve bow
A .005 gap will be visible

They must be using some kind of new math to calculate the number of axes, I only count 3, not 5. I see a number of other mistakes in their ad also.

Mechanically the machine is probably OK, but who knows about the electronics and controller. They say it works with G code, so most likely would work with any CAM program that would generate a Mach3 post, pretty generic and common. CAD/CAM software prices run from free to ''you can't afford it''. The hobby version of Fusion 360 is still free, although somewhat broken from what is used to be.
