303 or 304 - whichever is cheaper / easier to machine.

1/2" bore can probably be drilled, but it needs an easy slide fit on an on-size 1/2" shaft.

Looks like a Fine Knurl - will confirm and/or can provide a sample.
It also looks like the diamonds are not sharp/complete is ok...

Length tolerance -0.0 +.005

OD knurl swell is no problem.
