    What's the best way to convert this jpg to a dxf for EnRoute?

    You would need different software that can convert a raster file to a vector file, something like Photoshop
    Basically, you want lines and arcs created at the edge of a color change.

    Best type of image to convert is a sharply contrasted black & white pic.
    Worst is multi-shaded color pic where you need to decide what shaded feature you need to have the vectors go around. This type requires a lot of user knowledge to get somewhere near what you may need.

    Once you get vectors, then those lines & arcs can be saved as a DXF file.

    there are many such things, some advanced enough to split an image into layers, kind of to reverse the process of creating it
