For some simple 2.5D try SimplyCam from MR-Soft Nc Software Tools
Fully functional for demo mode but limited to 100 lines of G-Code.
Both for drawing and G-Code generation. Not free but very inexpensive.
You should take a look at Freecad.The price is clear from the name and it does a lot of things.Not the easiest system to learn for design but the Path workbench for generating toolpaths has all the features any experienced CAM user would expect in a basic package and has a range of post processors built in.There is a Freecad forum and if you seek out the sliptonic videos on youtube you will get an idea of what can be done.
