Somebody is not following the .dxf spec. do you have a copy of Rhino or something else that can open it?
I have some DXF files sent, one is 3D does not want to open, the message Unknown value in AC1021?
Anyone have any ideas.

I see by other forums AC1021 indicates it originated from a later version of Autocad.
I tried my trusty convertor using DWG and DXF destination for 2006 and did not work?
I don't have any other Cad software.

AC1021 = AutoCAD 2007
AutoCAD is very picky about the .dxf file format, and often won't open files that other applications will. I've always found that Rhino would usually open any .dxf's that AutoCAD would not, but I don't have a copy installed right now.
