The rated torque is the holding torque, when the motors are not spinning.Can't decide myself on this because: Are the higher inductance & resistance figures on motor 2 worth the extra torque compared with motor 1?
Once they start spinning, the torque will fall off rapidly. The higher the inductance, the faster the torque falls off.
So, the motor with the lower inductance will probably be the better choice.
You really need to see torque curves to make an informed decision.
And, depending on the application, an even smaller motor may be a better choice, as a smaller motor may have more torque than these at higher rpm. But it depends on your rpm requirements.
