Default New Machine Build No movement. Please Help.

Trying to get movement on my new Avid CNC machine but no dice.
I have to be missing something simple.

IDK if I need pull up resistors or if I need to do something to enable the drives.

    1) I have checked the parallel communication showing 4.10v / 0v like it should be at each DIR Pin terminal block on the BOB output when I change key stroke/directions.
    2) Motors are locking, all drivers are green.
    3) Motor polarities are all correct.
    4) Dip switches are set to 10micro and 3A, DIP/S #4 set to Half Current)
    5) BOB Input voltage is 19v on 15-32v pin and 5v on 5v input pin.

Here is how I have everything wired (Ignore VDF connections on this BOB PDF)

    Here is my drivers PDF.

Any help would be greatly appreciated. TIA
