Circular pattern limiting instances

I'm trying to produce a spiral bevel gear and whilst I've cut the tooth profile i can only circular pattern 27 teeth out of the 40 I require.
What prevents this and how do i overcome it?

I just download your file, opened your circular pattern and typed in 40, I do not see any problem.

DITTO. No problems using SW 2017
