Siemens 802c access denied

Hi there. I bought a Precision Matthews 1330 with a siemens 802c controller on it. I have read the manuals and been working on it with some success for the last few days. I can power up, upload programs, and navigate the user interface just fine. I have one big problem that I was hoping that someone here could help me with... ive found other posts with the problem, but never the solution.
I am unable to input anything to the tool table, or any offset compensation screens, in fact almost everything in the parameters area... any attempt to input anything returns "access denied"
I am going to have a hard time putting this machine into production if I cant fix this problem. Any advice is greatly appreciated.
