Siemens 611 drives configuration error - Alarm 39-21

Hi,
After we changed all the fans and all the capacitors in the all power supplies and drivers, we started the machine and went well everything. After a day the customer calls us telling that after a power loss the CNC is not working anymore.
The CNC is a Cincinnati 500 with Siemens Arcmatic 2100.

I tried to contact the manufacturer of the machine, to get a clue on this allarm, but on the label I didn't find any relevant information, google didn't return any search.
My question is if, do anyone have an idea how to proceed to solve this issue?
