It has ballscrews on all axis, and they are an inch in diameter. The only time I seem to get this kind of 'hiccup' is at the intersection point between elements.
Might be some WinCNC parameters then??

I think I have finally solved this and it looks like you were mostly right--WinCNC parameters in the .ini file. Here's the optimum configuration which effectively eliminates a 'bump' at the intersection of two arcs in opposing direction, in order of importance:
1. Autoarcfeed = F70
2. G09 = 80
3. Spoilboard foam. I was just using foam gasketing from HomeDepot but had a conversation with the guy that runs this site: All Star Adhesives - gasketing products for CNC routers and v-groove tape for v-grooving and coving applications
and went with a 0.25" thick foam that is put in a machined channel that is 0.19" thick, leaving 0.06" of foam exposed above the table surface. My problem is that my foam was previously a much larger distance above the table and this allows for the workpiece to move during machining, and especially during direction changes.
Indeterminate or no effect:
1. Acceleration = S20
2. Arctype =T2
