Fadal VMC 4020

Need advice on getting my VMC 4020 powered up. Once i throw the main and then the green button i get a white fuzzy screen i don't see or hear the axis jog slightly anymore, all the green lights are on with flashing reds on the 1010 boards. suspected a bad CPU so i sent it to ITS for repair. They said it was irreparable. New CPU and program module game me the same issues. 12v, -12v and -5v are all good from the power supply. However im getting 0.003 VDC on my large blue capacitor not sure if that's related. Pulled and reinstalled almost all my plugs cleaned all contacts. I do tig weld near the machine periodically but its never been a problem.
