PDM Software

Now we are a small parts wood shop with a large amount of machining files. Currently we have two programmers and 3 operators using the same set of files to machine parts. I am looking for a PDM??? product to control who has access to what files, who can delete/ modify those files, track when they were accessed last and by who. I do not need any DNC ability I can save my files on the local server and access directly from there. Does anyone have any Ideas of good "Data Vault" software.
