Okuma LB15 Alarm code A 1291

Hello,

I am a maintenance Mechanic and one of our Okuma LB15 lathes just alarmed out with this code ''1291 Alarm A Tool Revolution Command 1''
I found the code explanation in our Alarm and Error list book but I am having trouble understanding where to start trying to fix it.
Under [Code] 1-> The M-tool rotation command is designated when C-axis is not connected.
I am fairly new to maintenance on these machines and have been left alone to fend for myself.
Any help with this would be much appreciated.
