PROT command only works on files of protection level 1. System files are level 2 and cannot be unprotected by the normal;C command in order to keep them from being tampered with or accidentally deleted. DIR;P should show prot levels.

Once in OS mode, level 2 can be unprotected to edit such things as gauging MSB files by using PROT command. Warning : you are entering the danger zone.

Most of the system files are compiled so editing is next to impossible. A decompiler is required.

What is it you are trying to edit?
