Okuma OSP 7000 alarm 978-21

Hello:
I have a problem in turning machine I have the message 978-21 Alarm P SVP Indexing Servo Data Settings T-axis 10, this is when I turn on the CNC and it start for scaning harward cnc conditions and when the Firm ware loading processor start appear this message. I have changed encoder for turret, axis card, BLD axis drive, checked the cable and I don't have any other idea. I think that could be software or parameter but it's is just because I don't found another thing for check...any suggestion??? thaks...
