The L = Low Carbon so not much difference apart from that, the L is better for welding

304 is a pain to machine, in my opinion. It work hardens as you cut it and if you lighten up on the cuts it just turns nasty after a while. in my experience 304 is almost always used in food grade applications and 316 in mechanical applications.

The main difference between 316 vs 316L stainless steel is that 316L has a lower carbon content. This is because 316L has less carbon in it than 316. This makes it more resistant to corrosion.

The other main difference between 316 vs 316L stainless steel is that 316L is a more affordable option. This is because it has less carbon in it, which makes it less expensive to produce.
