Mori MV35-11M input unit ALM led ON not starting

Hi we have a MV35 with M11 control not starting, as soon as we press the green button it turns the ALM led on the Input unit and doesn't even let the CRT start or JOG, how can I go about troubleshooting this?
I already checked the manuals and it says that "this alarm is generated when the EN signal turns to a low level" but it doesn't mention how to go about solving it.

Any help you can provide will be much appreciated!

It seems that you have a short circuit in the machine or your power supply is bad.
