Do I need to anneal the 4130 rods?
This is the first time I will be turning 4130 rods on a lathe. Can I turn them as is or is annealing required?

I'm not sure you can get 4130 so hard it can't be turned, however it comes in a wide variety of hardness. Most times it's purchased at the final hardness required then machined. Saves a trip to the heat-treater. Either test the hardness or try a piece.

Can't test hardness.
Should I be able to use HSS tool, or do I need carbide/TIN?
OOPS, sorry, false alarm! It cuts like butter with HSS, so all tip top.

If you can't test the hardness how do you know it needs annealed?
If you can cut into it with a file, you can cut it with HSS. Run appropriate speeds.
