Decipher Mazatrol program please?

It's been probably 15 years since I messed with Mazatrol, and honestly all I did was use it as a shell to load g-code programs. Anyway, I have a bit of code that my buddy sent me and I can't for the life of me figure out what the "MIN 100." and "MIN 50." statements mean. It's a peck drilling program and I see it's .0035" per rev, 750 RPM at first and 400 RPM later. If someone would translate what's going on I'd appreciate it!
