When you pull out the QX086 card from slot and then power on, are the leds getting on ?

The process I said above will take less than a minute to check. Your data should be ok if the existing battery voltage is ok.
The data is store in the S-RAM card mounted on QX141/QX161 and has a super capacitor which is capable of giving necessary backup charge. So make sure all is ready.. Pull out the card. Power on and then check if its powering on. Turn off and then plug in..

Next step would be to remove all the output wire connections from QX086. Provide only the input supply and check if powering on or not. Check this step in both condition, QX086 mounted in the slot and taken out from slot/

QX086 does not power on in any of the cases described above,

I assume that the others cards next to it (QX141/QX521/QX539) does not power on because they are supposed to get power from QX086?

Not that I know of if the machine doesn't power up at all but someone else may know. There is a procedure after you do the re-initialise that will extract them from the ROM or RAM.
