I always get lost when doing this. I have a hub that I need to drill/tap and mill/bore a hole in. I'm having issues getting the bored hole at the x+ position so that I can mill it, lathe has live tooling and y axis movement. I draw a line from center to the hole and created a new plane there, have Z arrow out and X arrow toward the hole. part is only allowing a 3d contour, obviously have something wrong when choosing the plane. Anyone have an online tutorial to show me the correct way to do this?

you dont need to make a new plane . on the mainspindle at least.
heres one way to do it. On top view (alt+1)Draw a line down the center of rotation(x0.) draw another perpendicular at z0 .trim this one to the top of stock your hole will be starting at. offset a line from this to the center of your hole
select back (alt+3) select 3d or set you z level to the hole linefor 2d. draw a circle for your bore and make a point for your drill ops. go back to top (alt+1) use cross contour and cross drill.Mastercam does the plane figuring for you.
all you needed was the point and circle at the correct z position along the part as seen from the top view. The hole depths could all be handled from linking.And normal to the back plane for C zero.
