    Also.. it doesn't seem like you are using a spoilboard.. and that malemine looks more like OSB...
    You may be running too fast.. too deep with that 1/4" .. but there seem to be other issues..
    Is your GCODE/CAM outputting correctly?

    I agree it looks like your typical 'servos can't keep up' issue.
    There's a lot going on in an arc between a pair of servos, the faster you run it, the less time they have to do it, and the more load you have, the harder it is to maintain the position dynamically.
    If you're not getting flex in the spindle, a good quick fix would be to just change your programming style. Go fast in the straight lines, and slow around corners.
    If you still get a bit of a wobble after a 60ipm corner into a 120ipm straight line, try adding a short 60ipm straight just after the corner so it can hold position, then go up to full speed.

    From what the OP says ..
    the machine cuts fine at 120 ipm but not at 450 ipm.

    I suspect the issue is with the controller, and not with the servos or mechanicals.

    Maybe:
    Try running a straight path, manual gcode, and a 90 degree turn. No curves. This should be easy on the controller.
    Run it at rising speeds on the same material.
    One cut above another.

    There are many fine-tuning parameters on haas controls for similar stuff, for many reasons.
    I don´t know, but your control might also have abilities to pre-set for accuracy, acceleration, corner rounding, and other things.

    Your cam sw might also be the problem-causer.
    It might put out code that is computationally hard, like very many tiny arcs, perhaps.

    If you ran a test at near-zero mechanical load, this would indicate out differences due to spindle flex and load. Like a 0.1 mm deep cut, barely cutting.

    What Kind of controller is this anyway? DSP?

    Do you have pictures of the machine and various components?

    His machine has a Syntec 21MA Controller this is more than capable of doing what he wants, these are a step up from most controls and are used on many CNC machines

    How long is the 1/4" cutter you use ? Is it HSS ?

    I ask because it looks like tool deflection to me. Try a short carbide cutter.
