Is there an option to engrave inner lines and cut outer lines with Rdworks or some other software?

Not familiar with RDwords but with typical software and approaches you'd define two tool paths.

The first as an engraving profile/contour with an engraving bit covering the outlines you want to engrave and the second for a cut profile using a cutting bit for the (outer) edge of the profile and cut them at the required depths.

Other than RDwords, have a look at SimplyCam from MR-Soft Nc Software Tools for a different 2.5D drawing and G-Code generator program that can do this.
