Default Supra mill: unwanted Z movements

Thought i'd ask on the off chance someone had an idea about this.
A friend has a CNC Master Supra mill that is about 8 years old. I'm helping him do some small model train related projects. I'm a newb w/ CNC; am learning as i go.
I've found on numerous occasions where the Z moves down when it shouldn't. It seems to happen when it encounters a G02 or G03. I'm guessing it's some kind of glitch in the controlling software. I haven't done a lot of troubleshooting, but i have written a manual G02 and it didn't do it.
Using Fusion 360 for CAD & CAM, and a post processor i found on a forum.
Here is a sample of code. It's part of an adaptive clearing sequence.
Thx for any advice you might have.
    Marty
