getting ready to make zero clearance table saw inserts out of 1/2" thick Rag based Phenolic material.
I need to perform profiling, pocketing, drilling and countersinking operations.
CNC Router Parts PRO machine with 2.5 hp spindle (5000 - 25000 rpm)
1/8" and 1/4" carbide up and/or down cut bits.

Breaking bits is an obvious concern. I'm also concerned about burning the material if I get things way off.
I've cut this material on a table saw but never machined it or run it through a conventional router.

Does anyone have a good starting point for Feeds and Speeds?
(or any other words of advice)
