Default With what software do I start?

    Hello.

I am new to the CNC world and I want to start designing.
I did not imagine there were so many different software.

I want to design something similar to this: Reliefs | 3D Models for Digital Fabrication

    What dou you recommend?

Start with Sketchup Free to get your feet wet on the drawing end of it and then try out Vectric products maybe. Vectric will probably be what you want unless someone knows of something better for the price. It is good for drawing and will generate code.

Thousands of hours of practice, and a lot of artistic ability. I think some of those are digital scans of actual carvings. But they can be done in 3D, if you are really good.
Vectric Aspire can do the flat reliefs. Full 3D models like the busts require a "real" 3D modelling program. Z Brush might be a good choice, but there are many options.
I'd try demos of several different ones, and fins what you like best.

Of the ones in your list, Blender and Wings 3D are the only realistic options for what you want to do.

I also want to vectorize photographs.
To later transform these vectors to 3D.

    Any ideas?

There is no automatic way to do that. Aspire is probably the easiest.

Universal G-Code Sender is a front end for GRBL, and is not a 3D modeling program.

You can use Inkscape to create your vectors, but you'll need something else to do the 3D work.
