Default making a philips head screw

Hi everyone, dont come on here nearly as often as I should, but I need help with making a number 3 philips head screw. The threads and Diameters are oddball so I cant just go out and buy the head. I need a #3 Philips head in mild steel. Ive drilled two holes and pressed a driver bit into the material, but the bit is not hard enough for this. Are there broaches you can buy for this kind of job?? I have a CNC mill, but the widest part is .04, and I only have cutters that are 1/16. Anybody have any ideas , or experience with this kind of work?
    Thanks,
    Quick

Make a slight pilot hole or chamfer. Heat the end of the steel stock to medium red and pound the bit into it. I once made a small custom box wrench with a blind hole by pounding a piece of a 3/16" Allen wrench about 1/16" deep into a heated cut nail. Worked fine.
