    Post Tensile specimen preparation

I want to make flat specimen for tensile testing with mini CNC machine. I don't have experienced in making sample with cnc. Please help me to find a suitable machine for my application. I found one cnc (TensileMill) that is only for making specimen and having the spindle rpm about 24000, what is the advantage and do 3000 rpm cnc can also make the fine cut tensile specimen.
