Is it possible to make?

Hello,
I'm a complete amateur and have just one - hopefully simple - question. Is it possible to make such a shape (see attachement) from one piece of aluminium (pipe)? I was told that the 8mm holes, since they're just 1mm away from the main pipe, are impossible to make cause no drill can get there, but I'm looking for additional opinions. Any suggestions welcomed.
