CW5000 chiller fans not working and noise from compressor

Hello,

I recently got a CW5000 chiller. However, when I put it on to cool its water, the CW5000 doesn’t act like it is supposed to do. A loud noise starts every 10 to 30 seconds or so. So I opened it up to see where the noise came from and it is the compressor which looks like it is vibrating. Also, the fans do not turn on and the water doesn’t cool. Can anybody relate to this problem and tell me where it is coming from?

mine does not do that, in fact it is very hard to hear ever
