Help identifying CNC Laser 2007 Chinese model

A plumbing friend of mine has one of these in his shop and he asked to learn how to get it going. See attachment.

He also gave me a computer associated with it and it had a Motion Controller MPC03-LV card in it.

I would love to know more about it and be pointed to a manual. What software is required? Licensing or free. What connecting wires? Is that Motion card still current (work with Windows 10). Any other components or supplies needed?

Any help or direction would greatly be appreciated.
