AgieCharmilles Cut20P Chiller Alarm

Alarm 09 shows up on my AgieCharmilles Cut20P water chiller (Alarm 09: Anitfrost alarm Room temp too low or fluid shortage). Just recently moved shop to new location, hooked up power, chiller, and di tank correctly to machine and filled EDM machine with water to proper level. Room temp is 20c, set point is 20c and water temp is 12c. Machine runs for a few hours in the morning before chiller alarm kicks on again. Lastly, ive tried pouring water into inlet tube/wire in chiller, and still alarm comes back on a few hours later. Any information and/or help would be greatly appreciated.
