You are not going to be able to just hook a PC to the original controller.
But there are lots of options available for a CNC retrofit: Mach4, Centroid, CamSoft, LinuxCNC, and many more
I'm looking at purchasing a 90s Fadal. Instead of going to NXGEN for an $11k completely new controller, is it possible to just hook a PC up and have unlimiting controlling capability? Probing, 4th axis, rigid tapping, etc?

If the Fadal 88HS control is still working stick with that to start. You can update the control with many systems. There are lots of builds on cnczone of people doing the retrofits of Fadals. The Centroid Acorn is used by many and the dynomotion KFLOP/KANALOG has been used by many as well and has a great forum where users help each other.

If you have good motors and spindle then one of these is a good way to proceed.
