Google "g code backplot" and see if there is anything that would do the job.
The free version of http://www.ncplot.com/ might be all you need.

Are there any programs out there that can create a visual version of a .tap file? It's a very simple concept, if I can't find any I'll just make my own software and offer it free.
It would basically be a virtual machine that would run the code and create the part on the screen. It most likely wouldn't have multiple layers or things of that nature but would be good enough to at least see where the hole centers would be.
There's a variation of this built into the Fanuc control on our wiedemann c2000 but it's not reliable.
Again, looking for .tap/.txt to any visual file- dwg, pdf, even png, jpg or bmp!
