I have a basic understanding how the G76 command works. I am starting to get a little confused.

The understanding I have is the out feed in this example is one times the lead in the Z plane at the end of the thread. Someone a lot more experienced than I has expressed it as a percentage. Will someone please explain how this part of the cycle works in detail?

The value is in 0.1L increments, from 0L to 9.9L. So in your example, 10 is 1.0L. Given a 32 pitch thread, the chamfering amount will be 0.0312. A value of 30 would be 3.0L or 0.0936.
