Hello Magma99,

to turn on the private messages, you have to click on 'Settings' at the menue right above and then 'General Settings' in the next window on the left side. Then you can scroll to 'Messaging & Notification' and activate the private messaging function.

Whenever i click settings it sends me back to a page that says "private messages, groups, etc but nothing about messaging and notification

did you make sure, that you´ve clicked on the "Settings link" at the top right? See attached image

By the way, I activated your private messaging function manually. Therefore you should now be able to use this function.

This is correct, KRAN you should be able to send and receive messages. If you still have problems could you maybe send a ticket through our site support?
