    Default Fanuc 16iM, on a robodrill, won't M99 repeat, won't even GOTO1 to N1

I have a robodrill w/APC and am trying to run a program

    %
    O0001 (CHANGE PALLET CALL PROGRAM)
(SET PROG NO FOR EACH PALLET IN QUICK NC)
    M65
    M98 P#990
    M01
    M99
    %

this runs, but doesn't repeat (i am expecting it to repeat forever).

    I also tried

    %
    O0001 (CHANGE PALLET CALL PROGRAM)
(SET PROG NO FOR EACH PALLET IN QUICK NC)
    N1
    M65
    M98 P#990
    M01
    GOTO1
    M99
    %

but, to me at least shockingly it doesnt repeat

any robodrill / fanuc guys out there know why this might not happen?

my next move is to call this program as a subprogram using M98, but the factory pallet call program from kawatatec is as shown above, so M99 should be working on this machine, but it just isn't.

this one is solved. it had nothing to do with the pallet call program.

it was my part programs, which get posted out of my cam software with an M30 at the end. since this pallet change call program is calling those part programs as a sub program, the end needs to be M99 instead. changing from M30 to M99 in the part programs solved it
