Pin 25 of the serial has 24v: that is supplied by the control for tape punches and is not used for regular serial comms.
Isolate whether the problem is in the control or pc.
I have a Supermax mill with fa anuc 18m control.
The machine was in a good working condition. Today I discovered that the Pc attached on its serial port does't boot any more.
After some searching I found that the PC serial port was blown.
From then I cant load or upload anything to or from the machine. I didnt find any other problems except this.
When I try to PUNCH, the control seems to output with no errors and when I try to READ, LSK flashes normany.
Pin 25 of the serial has 24v, Pin2 has about 11v and pin3 about 2v.
Has anyone faced anything similar?

I try to use serial port 2 (channel 2) changing the serial cable to JD5B from JD5A but with no luck, even LSK doesnt flash.
Unfortunately the 2nd port is an option (although the hardware is present). If you have the data sheet you could see if it is enabled.
Serial is notoriously sensitive and if you are not already using them I would suggest suppressor's for your cables once you get things sorted.
Do you have the pinout to confirm the cable is good?
...use a RS232 to IP converter unit like this to electrically (OPTO) isolate machine from PC is a good idea. Also, can access from any PC on your network.

Bad earth grounding at the machine or the PC can blow cards.
I have the pinout. The cable is good, it use to work for me.
I have the same IP to Rs232 MOXA that I use on a lathe. I tried it but still with no luck.
Is it possible to find a schematic of the board A16B-3200-21 9/02A because as I keep searching, I have read that there are RS232 tranceiver ICs possibly damaged.
Is there any other way to insert a part program into the controller except the RS232 and typing?
I would pursue the option route for the 2nd port before attempting to go component level on that series of control.
The serial hardware are 2 and 4 channel so the hardware is there for the 2nd port. It should just need to be enabled through options and setting the correct com parameters.
20 = 2
121 = stop bits etc.
122 = device type
123 = baud rate
Other options for transfer that would use different ports are unfortunately limited (Remote buffer, Data Server, HSSB?) and all require additional hardware and options.
I have already tried this, but LSK doesnt flash when start receiving.(btw, I use @122 as device type 0.Is it right?)

I have found the blown ICs and diodes in order to repair the damage.
Also changed to serial port 2 and now it is working.

set parameter 9934.4 to 1 (=enable JD5B)

That parameter is for the remote buffer board.
