Fanuc 21-T Spindle Stop *SSTP

I am trying to get the spindle on my Hardinge Cobra 42 with Fanuc 21-T running. VFD runs in manual mode. Ladder diagnosis shows the SPINDLE RUN (SPRUN) illuminated as well as the SPINDLE STOP (*SSTP) rung illuminated. What is the SSTP, and where can I find some manuals on this thing?

It appears that R0414.2 is what is hanging up the spindle output Y1002.1.
