I need to build a 10' x 7' cnc router...resources?

I'm working on a sculpture that requires approx. 25,000 3/8" holes in 3/4" wood slab. Ideally I've envisioned mounting rails to the sides of the wood slab as the finished dimension of the slab will be 9'6" x 6'6" with the area of holes being 9' x 6'.

Can anyone suggest a router kit with rails that might work for this project? I'm not looking for high end over the top expensive. I would like to keep my budget around the $3000 if that's possible.

Any suggestions and or resources would be greatly appreciated.
