It is normally, but because different high end machines have different functionalities, they can require some custom codes and such. That's what the post-processor in CAM is for. Vectric has many, as does OneCNC (incuding post processors for Heidenhain, Haas, Okuma, FANUC, as well as Mach3). On the very high end of the CAM market, you may have to purchase a post processor separately. I know at least with OneCNC they will work with you of there is a machine not listed. If you saw the g-code for a Biesse router you'd probably go WTF, compared to the standard RS274/NGC code (which I believe FANUC controls can read, as well as LinuxCNC.)
