Normally finishing after heat treat is done by grinding or honing.

Without a lot more information it would be impossible to recommend an insert. I wild guess would be CBN or diamond inserts.

I've machined HRC60 steel using std inserts on several occasions - such as ballnuts, toolholders and pullstuds. The inserts may not last as long as normal but the cost doesn't end up being silly. Some are better suited to interrupted cuts than others, so selection may be sensible in some cases.

The skill is to run the lathe as fast as you possibly can. That way, the material softens as it cuts, which is the skill of it. It usually burns, too, so make sure there is nothing flammable nearby!
