VCP 11. Don’t see the Vector Validator tool

I’m editing a vector drawing that has open vectors but I cannot find them.
Checked YouTube and they talk about a vector validator and they shoe it in the EDIT OBJECTS section, my version 11 doesn’t have this tool, how can I get it????
