I use small carbide tools for making circuit boards, although not of the description that you want. They tend to be two flute endmills down to 0.2mm, and drills to 0.3mm plus the usual

I been using this company for nine years. I now arrange my own shipping out of the US for cost and convenience as the US international shipping became near impossible once COVID hit. I would expect to
pay about $4.00USD for say a 0.5mm endmill, or maybe $20USD for five 0.8mm drills for example. The best (special) deal I got was $2.65USD for 0.5mm endmills, I bought 30. Another time they were selling
Destiny Tools Raptor (really good high end tools) endmills for $10USD each. I leaned on the company and got ten at the same rate....they are normally $25USD each.
