I don't know these machines at all just the file format is an old standard format it should be a text file so copy to avoid corruption and open with notepad it may give you the timing information you require to check your exhisting settings.

That doesn't look familiar to me with the CN10 control that I used to use.
All the files that we used to run were created with CadCode.

Probably in the $5K and up range. The version I used was from 1997. We were one of their first customers.

The .tlf file is probably just for information to extract the parameters you need to create your post from a readable text file, all the tlf files I remember from older systems were well documented and quite easy to read, load a sample from the .tlf file the first 20 lines or so and may be able to offer more advice. Simply load into notepad and copy paste first page on screen.
Figured it out. It's a file containing tool tables part programs and all u need. Pretty software by the way . Think there doing the same now with dxf files.

.TLF is old school when everything was meant to be easily understood, now its often about showing how clever you can be (introducing bugs and errors that no one can find because software is written to promote programmers skills rather than perform tasks well and be easily maintainable).
Jupz and about protecting every bit of your machine. Customers or not if you want support by a new one
