Bought a Chinese 3 Phase 220V CNC Lathe To USA Voltage

Ok Manufacturer of machine said all 3 wires L1/L2/L3 need be 220volts each Line. But I am getting 120/120/247 to ground which is throwing the lathe in out of phase alarm. Attached is the wires.
