I guess we need more info....
Do you have one of these?:

Are you using any particular software at the moment?
If so, why do you want to use Mach 3?
You could upload some pics that may clarify things for us.

Which interface do you have (USB -> Parallel)?
You have to be aware that using Chinese USB controllers can be problematic with Mach3, which, BTW, ceased in development 6 years ago.
I just obtained Russian external controller made by Purelogic R&D, PLCM-E3 accompanied with their software PUMOTIX. Works as advertised.
Then there are more external controllers US/EU made like POKEYS, ESS, For these controllers there are plugins for Mach3 and Mach4. And you have UCCNC with their controllers and software.

OK lets start with the controller box it has a parallel port and connects to the PC with the USB. The controller board is a JP-3163B. I am using the software that came with the machine (USB CNC). I have a question if I just use a computer with a parallel port can I use a printer cable connect it between the PC and Controller and just reconfigure the pin-outs with Mach 3?? I will take Pic's and post them later

OK, your controller is NOT an USB controller. It is standard controller that accepts Step/Dir signals from PARALLEL port.
You need some software that sends these signals over the printer port.
Mach3 can do that, but you are limited with operating system that HAS to be 32-bit and not greater than Windows 7, or to use LinuxCNC.
