Are you doing the drawing in CamBam? You do have a corner to start from, the top right (0,0) point on the drawing. The slot C/L is 0.6875 from that corner and the center of the arc is 0.3125 from the right side.
Hello! I have 144 pieces of 1" ID 3/16" wall aluminum tube I have to make "slots" in.... kind of like 1/2 of an oval. I can't figure a way to make the oval, and what to use as a starting point. Everything else I do has a corner to reference as a start point. I've attached a rough drawing of the part. I'll be using a 1/4" Dia. single flute end mill.

Just draw a C-shaped line and make a profile operation from it.
Draw a 0.5" circle, add two straight lines, then CTRL-A (select all), CTRL-B (break at intersections), delete one half of the circle, CTRL-A, CTRL-J (join lines). Something like this (see attachment).
